The Health Systems Surge and Planning program of the Office of Preparedness and Response is responsible for the development of coordinated statewide plans addressing public health and health care preparedness and response, such as the:

The Office of Preparedness and Response assists public health and health care partners in planning for and responding to the rapidly expanding health care preparedness needs of Maryland residents, including the potential for a surge in the number of people requiring public health and health care services during an emergency. The Office of Preparedness and Response also increases local emergency preparedness capability and capacity throughout the state through the administration and management of the Public Health Emergency Preparedness (PHEP) cooperative agreement.
